Is it just being shallow to say the consumer has more control than he thinks

Interest rates are controlled by the central bank (the Fed in the US) and are used to control inflation (to some extent). Of course the consumers have ALL control over inflation but it's hard to take advantage of it (If all consumers could somehow plot to slow down their spending one day then inflation would drop)
