Certain colors of eyeshadow bring out different colored eyes. Purple brings out green, and brown eyeshadow would surely bring out your blue eyes. Put a light tan, preferably matte color on the lid and under brow, and add a dark brown to the outer corners in a triangle shape to make the eye look longer and then add a little in the crease between the eyelid and mid-eye for a little more dramatic look. I have blue eyes too....
i know this sound strange but use reddish/brick/browns or mahogany colors to bring out blue.
(red and blue are opposites on a color wheel, so they contrast each other)
And of course tons of black mascara!

You want to use something that would be opposite on the color wheel. It compliments your eye color and will make them stand out more.
