how would you measure "more" in this context?

One of the justifications for governments to ever spend money is that they take decisions about things we cannot decide naturally through the market, like how much to spend on warships or whether to build new nuclear power stations.

Recently in Britain the budget for counter-terrorism was increased. Obviously that is a political decision. The budget for prisons has been going up even though community service is cheaper. That again is a political decision. Ditto the National Health Service.

Where economics comes in a lot is in how to most cost-effectively provide what the government has politically decided it wants. Contract cleaners, warship builders, drug manufacturers etc etc are all private companies competing by usual market mechanisms for govt business.

of course! government expenditure is based more on politics than economics. politics is a business of politicians so don't expect them to think about the people's welfare.
