I have been hearing on TV that they had too shrink Africa 40 percent just for it too fit with pangea. Is this true?

Geochris gave you a good answer. None of the continents fit exactly, they never have, and they never will. That's just a best fit scenario, for which there is a lot of undeniable evidence a lot stronger than the apparent fitting of the continents.

Consider also the East African Rift, which began probably in the Jurassic, and is splitting Africa apart. It reaches from the Afar Triangle in Ethiopia, through Kenya, Tanzania, and leaves the African continent in Mozambique. Africa has been getting bigger and has been changing shape for over 100 million years, and the rate of expansion really accelerated about 8 million years ago.

The bottom line is that there are so many variables in the reconstruction of the continents that there is lots of room for interpretation.

I don't think this is accurate. Firstly we know the rough shapes of the continents when Pangea existed, but we will never know accurately because land has been destroyed and moved too much for us to find all the pieces of the puzzle. Also the African continent itself has changed over time, with the accretion of land and the change of its coastline due to deposition and erosion.
Unfortunately due to the limited information we have geology is often the art of interpretation of the little we do know to create a bigger picture. This is why we are constantly re-evaluating our theories when we find a new piece of information.
