It was called "Flawless" and both actors did a terrific job. I've lost my confidence in Robert DeNiro these days, but I really admire Phillip Seymour Hoffman. He's never given a less than amazing performance, unlike DeNiro.

Flawless (1999)
Great story, fantastic acting, terrific music,
impressive visuals. I enjoyed it thoroughly.
Considering the subject matter, I didn't think I would enjoy it, however, it gave me an insight into the life it represented
