It's mostly because he/she was unactive for 4 months or so

You'd never be told why it was closed - it would violate the privacy of the owner.

If you're trying to send something to someone that you know, you might have another way to contact them?

Normally Hotmail accounts get suspended after a period of inactivity - when the user hasn't logged in for several months.
