I don't know about the headlights but as far as increasing mpg's go try this.

Get a tune up - Make sure your car is right, it will be more efficient and use less fuel
Check your tires - Make sure they are at the proper pressure for your car. This is usually located on a sticker on the door. Do not use the pressure rating on the tire!!!
Drive slower - Don't bother starting and stopping your car or putting it in neutral. It's dangerous and doesn't do much for you anyway.
Combine trips whenever possible
Walk or ride a bike or take mass transit.

These steps will save you some money but it won't be a dramatic savings. The only dramatic/immediate savings I got was when I started riding my bicycle to work.

Start slow at acceleration. SLower acceleration is better. Try to drive at 50 mph or so, to maximize the distance traveled vs rpm. Generally keep rpm as low as possible.

Do not idle. Even at a long crossing or train, turn off engine.

Keep tires inflated properly.

Don't use air conditioning or excessive electric power (high power amps, etc).

Try to drive ASAP in cold weather.

Avoid traffic jams Driving at 30 mph on an alternate is better than sitting on a highway at 5mph.

xenon headlights are better than normal halogen headlights because they produce a brighter light output but consume less power. they also last much longer and will probably out last the life of the car.

hid is great. but i 've heard ppl saying that though hid take less power to run, but to start it, it take more electricity and it might eventually mess up your ecu of the car over a period of time if the car does not come with them but not sure if it's true.
