Fuel, oxygen and heat.
Take away any one of these and the fire can't burn, so firefighting methods work by removing one of more elements. Different extinguishing methods work better on different types of fuels.
Examples:
Clearing a swathe of vegetation around a forest fire removes the fuel, hence the use of fire breaks in large forests.
A fireblanket over a chip-pan fire will smother it, ie starve it of oxygen.
Water is good for cooling and is in many fire extinguishers, although it must not be used for electrical or liquid fuel fires.

Fires start when a flammable or combustible material with adequate supply of oxygen or other oxidiser is subjected to enough heat.
Therefore, the elements of fire are
1. a combustible substance(a substance that can catch fire)
2. Oxygen or an oxidiser
3. Adequate Heat
