There are several reasons:
1. In general, ppl tend to become loyal to a certain party from an early age. Once they have begun to identify themselves with a certain party, it is very hard to get them to consider the opponent.
2. The majority of Americans work and have a life; therefore, only catch minimal pieces of news... ie, soundbites. Politicians have become masters at manipulating the masses with soundbites.
3. Ignorance and the inability to think past ourselves and our prejudices. A lot of politicians, led by Rove btw, have learned that if you motivate ppl's prejudices therefore inducing the hate emotion, that ppl will overlook anything else and vote for you.

Remember that only about 40% of the population actually votes. So, most legal decisions are made by just over 20% of the population.
And of those, the vast majority don't bother to invest the time to actually do any research into candidates or the issues. So, they rely on what they hear in the news or through advertising. And advertising costs money, which is much more available for incumbents.
The net result is that the politicians in power control what people see, which causes them to vote the way the politicians want them to. And too many people don't put the effort into breaking this cycle, which is why we have a 98% incumbency rate in Congress.

Because the masses don't read the newspapers, don't watch the news and are so uninformed they believe the babble from the crooks. God help us all.
