I'm not sure if it has all the features you want, but there's a pretty good looking program located at the site listed below. It's free to download.

Here's some quotes from the site:
A simple, easy-to-understand interface
There are no complicated controls or commands to learn. EclipseCrossword guides you through the process step-by-step, explaining each part. And, if you ever want more information, the comprehensive help system is only a click away.

A powerful and fast engine
EclipseCrossword may be a quick download, but it has a lot under the hood. Most crosswords can be completed in a fraction of a second, and larger, more complex crosswords usually take just a few seconds. Advanced users can fine-tune the settings to the way they like them, everything from the positioning of the first few words to how important it is for the puzzle to be as compact as possible.

Create interactive crossword puzzles
Not only does EclipseCrossword have several different printing options, but you can also save your crossword as a web page. You can create a web page designed to be printed, or you can choose from different types of interactive pages that your visitors can play right over the Internet, using a Java applet or page scripting. It's easy - just click one link, and you're done.

Use crosswords in newsletters, too!
If you need total control over the way the crossword is printed, you can even export the crossword grid (with or without answers) and the clues to files, and open them in your favorite word processor or desktop publishing program. The possibilities are endless!

And of course, it's free.
The best part is that EclipseCrossword is totally free. It takes just a few minutes to install, and it won't cost you $30-70 like similar products.
