buy a can of compressed air, also known as a duster, at a local computer store (office depot, compusa, etc.), works great. also, open the case up on the side that allows you to and clean the entire inside, i'd take your pc outside, so you don't get the dust everywhere in your room.

Make sure you never use damp cloths inside or outside a PC. Water and electricity dont go well together.
You can use a vacum or canned air outside the case. Just becareful not to scrape against the surface of the case. The vacum is usually quite powerful so it can be held away from the surface.
Inside the case use a canned air to blow the dust/particles away from the hard to reach places. Dont blow in all directions. Use the vacum held very carefully away from any internal component to suck up the dust/particles.
This is how I have been cleaning my PCs for a long time.
You can also buy fans with filter guards which prevents dust entering through the fans.

ouch - dont use a house vaccuum with a long hose and a brush - this generates huge amounts of static which, on a mouse or a keyboard or case will zap your chips.
Outside use a can of air, or hand vac ( small kind ) or better yet, a damp cloth.
NOTHING will get inside the computer to clean it, and lots of dust collects. You have to open the case and clean with blowing air and a damp cloth. You should remove the cover of the power supply and clean the heatsinks as well.

1) keep it off the floor..dust falls ... 2) vacuum your area regularly and include the back of the case... 3) do not vacuum the actual internals, use a can of spray air to blow the dust free from the internals about 4 times a year... 4) an ionizer will help to keep dust dropped out of the air so less dust will be pulled into the computer (these are not cheap) ... 5) keep windows closed

Don't use a vac, its makes static and kills hardware, use compressed air to clean the inside of computer. Dust will always come into the computer no matter what so clean every few months, weeks if you want it clean.

Somewhere on the computer case is air inlet openings for the fan to draw cooling air in. If you place a piece of cloth, foam rubber or the like to act as filters for the incoming air will help a lot. Just be sure not to block air flow too much.

No Smokers
No carpets
A separate office area with a door and an air purifier/filter (if it has an ioniser it helps drop the dust out too.)
