You are asking for too many definitions, where definitions don't mean much! ... But to answer your question: By "truly transcend" vs. "transcend" I mean to exclude, still, human experiences and activities such as Dreams, Transcendental Meditations, and alike (as some people might try to suggest). ... And NO I am NOT playing with you.

by living an ordinary life in an extraordinary manner! not nearly as easy as it sounds.....You know as well as i do that you can't transcend the human experience as long as you interact with other humans and retain human form. you're not supposed to transcend it until you've finished it...

By gaining knowledge of that part of you that is not physical.
Sometimes it's called attunement.
When you consider that there is an aspect of you that is eternal, a little deeper thinking will reveal to you that it must be that aspect which is the most important. Then by extension you come to realize that you are in reality, a spiritual being, who just happens to be having a physical (or human) experience right now.
Wouldn't it be a good idea to get to know that spiritual aspect?
Now how? Contemplation and meditation seem to be the popular ways these days. I would suggest that there is a good place to start.
Try rounding up an audio tape or disc that gives instructions. Maybe join a TM (transcendental meditation) group or some other school that gives instructions. Most teachers will tell you to join a group. I think it has something to do with mutual support.

You can't. All that you experience you experience as a human being so there is no transcendence which can occur. Even if you thought you had transcended it you would not because it would still be experienced when you were a human being and therefore must, ipso facto, be a human experience no matter who bizarre, unreal or unnatural it might be.

By designing a government that seeks to encourage education rather than increased population; and ensures that all of the living population has what it needs. Then, through art, literature, and the practice of religion, I believe the Human Experience can be transcended.

According to Hindu philosophy, life is an illusion, in a manner of speaking. It follows that it is a good idea to attempt to transcend it. Further, it says that we be like water drops on a lotus leaf, touching, but not touching. Feel, but do not feel.
I interpret this in my way by treating life as a game, without carrying things into my heart, which can reach the soul. Be, but don't burden your soul with luggage.
Luckily, our attitude is within our control, though we lose it at times.

By transcend I assume you mean to raise above the human experience and become... super-human.

I suppose we could start by imagining what it would be like first -- to come up with a super-human conscious if you will.

The next phase would be for us to transform ourselves into being super-human like. Or-else all the imagination is academic -- without the abilities to be super-human, we would not be able to do much about it.

The last phase would be for us to get down with it and do what it is that super-human suppose to do.

Okay people, that's the plan. Any thought?

there is something that you have experienced constantly since you were born - life - experience that - by ignoring all incoming data from outside [including inside your body and from your thoughts] - simplify your focus until you are experiencing the 'hum', 'vibration', 'buzz', 'thrill', 'silence', 'sing' of lifeforce itself

then stop focussing on it and merge with that - ie, stop having a subject-object experience of it [as other] and be it, feel it [as self] - this is the 'ocean' of existence, of energy, of lifeforce - the no-thing that is running every cell of your body, doing every job of every cell, managing every detail of the existence of every living thing, maintaining the existence of everything in existence, organising zillions of atoms to be in a place and do a job and bizz about having superfun while doing it - life at the highest pitch, life raised to the highest power
