The net cafe first of all needs a good advertisement such as sign boards (most of the time other vendors boards will hang over yours and may hide the board partially or sometimes even fully). It has to show a clear direction in case your cafe is situated in the first or second floor or it is the last shop in a lane like complex, so that your customers find their access easily to your cafe. Regarding the interior, main thing is privacy. If you have separate rooms for each terminal, well and good. But this will not be possible in metropolitan cities where the police may at any time drop in to check antisocial elements. If you provide separate enclosures, make the partitions well guarded and freely movable. Split a/c units are a must. The number of units depend upon the area of the shop. It's better to have two 1 ton splits instead of one 2 ton unit because if one drops down, the other unit may help you. In addition to the split units, install some wall mounted fans. For both the splits and fans, the enclosures to the terminals should be designed in such a way the side partitions are easily movable to get good air circulation. Apart from Pepsi vending machine, fix some wall mounted hidden speakers and play light music so that the customers feel homely while they browse. Always be prepared for power-cuts by installing generators/inverters so that the guys inside never feel the change in atmosphere. Also, display music Cd's, DVDs of various pro-grammes such as yoga, morning exercise, leaders' speech, dramas etc. so that somebody may want to buy it leisurely at a place like your cafe. Install good pieces of furniture, CPUs, Web cams, Overhead phones, small lights above the monitor (for video chats), fax/scan machines etc.

last time I used an "Internet cafe" i was traveling without a laptop.
So it was very convenient!
They sold drinks, which we bought.
It was air conditioned, which was why we chose that one.
I would say those were great ideas, except not Pepsi, use coke. I hate Pepsi. Better yet, have a choice of drinks, and coffee and beer if you can.
Look at how private and comfy it is too. you may want to re-arrange so people don't have strangers walking up behind them when they're reading their personal email an grinning

These days I would need more of an excuse than the internet to use an internet cafe. Those that can afford it, have high speed service at home, those that can't go to the library for free.
You need to offer something beyond just internet.
And that would depend on your location and clientele.

promote membership, give out coupons to members for other stores. That would get you some goodwill of members as well as fellow storekeepers.
Air conditioning and heating is a must. Provide coke, juice, coffee, cakes, light snacks. That would aid their spending more time at your cafe.

Can't offer direct suggestions, but will tell you one thing that makes me leery about using your type of business. It's concern over price. The better you can list services offered, price charged and all add ons fully disclosed, than better chance you will have to attract walk in, after that's it's the services offered job. Th of one direct suggestion: If you have any IT Skills your can offer at reasonable price there's lots of hackers ready to storm your doors.

Start an exercise-internet cafe. They make treadmills that have internet built into them. People will feel great because they can actually do their workouts.
