No. They're fake. He was in films like "The Human Stain" and will be in other films and television shows after "Prison Break" is over. Despite how great the series is, no producer on EARTH is going to ask a guy to permanently change his appearance for life to play a part.

Actors pretend to be real people so most things about actors are not real...tattoos included.
Next time you see someone without any tattoos you can be sure they are probably very successfull because the only people who rely on tattoos for the definition of their characters are people who need definiton of their character.
People with tattoos are notorious for having a group mentaility...they want to fit into a pre-exisiting social group...people without tattoos are more independant because they refuse to conform to any identifiable group.
There is a reason that 99% of Hollywood actors and actreses have no tattoos and being smart is not one of them!
Think about it....
