Here's the test:
If you hold your throat and say the word, feel for a deep vibration, which is called a "guttoral" sound. It is the "g" sound, as in "green."
If the sound is produced in your mouth, between your tongue and roof, it is the "j" sound, as in "magic."

The vast majority of the time, it's the "j" sound when it's followed by an "e" or an "i" (even a silent "e'), unless it's doubled. It can go either way when followed by a "y".

it is not always have to be j if succeded by an e or i
such as in "target" you hear it
