You can tell the guy you don't love that you don't love him and that you can't marry him. If you do, not only are you being really, really unfair to him but you're being stupid anyway. Why put yourself in a marriage with someone you don't love? It'll never work if you don't love him from the beginning. The fact that you even have to ask this question shows that you shouldn't accept the proposal.
