ST. Paul College of MBA?

My friend got admission in this college, but iam not aware of the area.
can any one explain the route of this

I looked and found several St. Paul Colleges in various countries, but none of them seems to offer an MBA. The one in the U.S. is in the Minneapolis-St. Paul, Minnesota area. It is in the upper midwest, in an urban area. While St. Paul is supposed to be the less interesting of the twin cities, overall they have a reputation of being culturally interesting, but with a very cold climate.
