Optical mice should be used on plain single colored non reflecting surfaces. On Multiple colored reflective surfaces they act irratically.

Try installing the software that should have come with the mouse.
If this does not work try going to microsoft.com and downloading Latest intellipoint program. this should fix the problem. If not go to control panel left click on mouse. You will get a screen for mouse properties. Use restore defaults button in buttons tab. left click on apply. and see if this fixes it.if this still doesn't work make sure that you mouse is not upside down (mouse buttons should be facing away from the palm of your hand)
Only other thing that may be causing problem is that your screen resolution may be too high. Try a smaller resolution and see what happens

Try using a piece of paper for a mouse pad to test out the mouse.
If the mouse works, the surface you are using the mouse on is not suited for its use. If the mouse does not work, exchange it for a replacement

Click START. Click SETTINGS. Click CONTROL PANEL. Click MOUSE. On the pointer options tab, adjust the mouse speed, and on the buttons tab, adjust the click speed. Click APPLY. Restart the computer and see if that solves the issue.

I once had a similar problem, it turned out that my desk was too shiny! Apparently some optical mice can't deal with a high-gloss polish. Try sticking something non-reflective between your desk and mouse.

sometimes they get erratic if the mouse pad is somewhat reflective

get a new mouse. if you have the bill and warranty then replace it with a new one. its the mouse problem.
