Your breast size is based on genetics. Your current body fat % may affect them to a small degree (your face and breasts are usually the first place you gain or loose weight), but your past diet isn't a factor in breast size. You've still got a few years of puberty to go though...
But since you're only 5'2/118 lbs, huge breasts would be out of proportion to your frame. There's more to beauty than boobs.

You're just a late bloomer, be grateful. I was picked on in school 'cause I was real athletic and still wore (back then) a t-shirt instead of a bra. I definitely didn't take after my mom who was a 44D! I was pretty much vegetarian then too, still am. But at my age, and believe me I'm alot older than you, my breasts are still perky and up there, and not sagging like everybody else's my age. And I never wear a bra unless I'm at work because I can't stand to wear them, and don't need one either. You don't need advice hon, you just need to be patient a bit more longer and let Mother Nature take her course. Trust me, 25 years from now women will be envying you,. Although I'm sure right now that's not much consolation. But for what it's worth I'm a firm 36B. So don't worry. Don't cha just luv it when old farts tell you "not to worry?" By the way, I was 17 before I had anything worth mentioning. You're fine girl, just fine.

some people just arent destined to have a large chest.
going vegetarian is very likely a good thing. You really dont want the fake hormones in dairy and meat products anyway.
If you are experiencing health ailments, I'd see a doctor.
You also might want to try incorporating soy into your diet.

it probably has nothing to do with what you eat- usually the size will be about the same size as most of the woman in your family like your mom and sisters and grandmothers- plus you are small too but they'll change with hormone changes and weight changes.

Its not your fault. You cant change your body chemistry. You just have to learn to accept the body you were given. If its a huge issue you can try a water bra or padded bra.

Talk to a doctor...but if you have a deficiency, you can fix it. You haven't "screwed up your body for good".
