If you can read German, or you are using a browser that allows you to translate web pages to English, a good site is ellhol.de. It allows you to create frame-based web sites that contain one main page and up to nine inner pages. In each case, you can use one of the predefined layouts, or you can create your own if you're familiar with HTML coding.
