You probably have Spyware, Adware or something if you are getting excessive pop ups. Download Ad-Aware SE from download.com or CWShredder from download.com as well. Try searching for other antivirus programs there too. Also download the google toolbar from toolbar.google.com and get Mozilla Firefox.

Use Internet explorers or Netscape's built-in pop up blocker.
Download a pop up blocker for the web browser you use.

I would return the PC, get another one, and before you connect it to the web download the GOOGLE BAR or YAHOO bar it blocks those... Also install Antivirus software (I recommend avast from avast.com free for home users and its the BEST!) .... then install anti POP UP and ADWARE many good ones out there to choose from.
Do I win best answer? :-)

What browser are you using? Different browser use different methods.
If nothing else you may find a popup blocker at: www.download.com but it may already be built into your machine. You don't say what brand it is but you also could call your warranty phone no. and ask the manufacturer.

Get a free program called "Ad-aware". I get it from download.com, but it should come up on a google search. It would also be a good idea to get all the windows updates, if you don't already have them. Emptying your web-browser cache can also help, but not always.
