I have found that you can usually make friends with some of the people some of the time,
but you can never get everyone to like you, all the time..
It's a lesson that I have been talking about, with my son.
Plus you probably don't want to be friends with everyone....
If you want them to think you are FRIENDLY then just be nice to people. But being friends with everybody in your class is a bit unrealistic...Some people will just not respond. This is not a bad thing. There are lots of different types of people in this world.
Just stick to being yourself..The people in your class that mesh with your personality will become your closest friends, some will end up being "friends of friends" And some will just continue to be...You may find that some of the people in your class are not your the type of person. Don't let this bother you.
What matters is that you will make solid friendships with the people that YOU like.

This can be so difficult. I'm not sure how old you are, and it is even more difficult in HS than college. I make a point of saying hello to everyone when I enter my classrooms. It was hard at first because I'm kinda shy, but just keep it up and you seem so much more approachable and voila...instant friends. Email if ya wanna talk about it. If you are shy like I was, sometimes you actually come off as being a snob when you are actually just protecting yourself!

Be outspoken. Talk to people. It's ok to disagree with people. Get a strong grasp of your opinions, because I hate people who just agree with everyone in an effort to be cool.

Compliment their hair, outfit, shoes, etc. and try to make small talk while waiting in line for lunch. Be nice to all and bring in treats every once in a while to get people on your good side.

First of all, don't sit all by yourself! Find a seat next to someone and introduce yourself ... If you are new to the school etc, explain that and then let the person know what activities your are interested in, etc. and see if she or he can help you get involved!
