my husband lost his fingers on a table saw. He belonged to the workshop at our mobil home park. Does osha come into play in such case?

OSHA would only come into effect if this was a business and he was paid for his time working there.

However, contact a personal injury lawyer. Even if he signed a liability waiver there may be legal steps to be taken to address machine liability or machine guarding issues.

OSHA covers any establishment that has paid employees. The purpose of OSHA is to make sure that all businesses operate safely when it comes to employees (aiding in the prevention of "sweat shops"). They hold the businesses to the standards of having a safe working environment for their employees.

Reporting requirements are different for each size of business. The best thing to do is to go to the OSHA website and find out. They will have the requirements posted, or at least a way to contact them and find out the answer to your question.

No, OSHA only oversees paid workplaces, and most regulations only apply to employers with over 10 employees (sometimes more.) Depending on the circumstances, he may have a civil suit if he was using unsafe machinery. He should be eligible for SSI, though.
