I do love the City Pages restaurant guide, but my favorite downtown spot by far is Solera. It is all small plates to share. I think the dining room has a semi-romantic vibe.
The Nicollet Island Inn is super romantic. Not so modern though.
Loring Pasta Bar (in Dinkytown/UMN Campus) is pretty romantic and not nearly as expensive as other places.

If you are South of the River, a nice romantic - cool interior with couches and candles is Copper Bleu down in Lakeville off of Cedar. They have a lot of cool appetizers to share and atmosphere is well done.
Over the River,
Around Southdale, PF Changs and Big Bowl both are nice for an asian flare for romance.
Kincaids is always a top spot - either in Saint Paul or in Bloomington, it can be as romantic as you want it to be. Last time I visited there I was proposed to.

Some of my favorites are The Anchorage (excellent steak and lobster), Lord Fletchers (on Lake Minnetonka), The Rainforest Cafe (in the Mall of America), Manny's, and Murrays.
For something lighter, there is Billy's Lighthouse in Long Lake.
