"Within the month" means "During the month of." It should always be defined, so that it goes "within the month of August" or whatever.
"Within a month" means "within thirty days from" a specific date.

Within the month refers to any time in the same month... Example... a bill dated 9/5/06 payable within the month is due by 9/30/06.
Within a month refers to 30 days time so the bill example above would be due 10/5/06.

within THE month means it'll happen THIS MONTH.
ex: School starts within the month.
within A month means you have to wait about a month.
ex: Your package will reach you within a month.

Within the month refers to THE month that's agreed on. Say within the month of ...september. Within a month refers to any one-month period without an agreed upon month.

If something's meant to happen "within the month", it would happen before the end of the current month. For example, today is 9/3/06, so it would happen by 9/30/06.
If it's meant to happen "within a month", it would happen before the same date next month. For example, today is 9/3/06, so it would happen by 10/3/06.

Within the month= up until the last day of Sept.
Within a month= up until Oct. 15
