I would think not. But whoever wrote that article claims that's the case. What do you think?

No they are unrelated. This article make a faulty generalization about conservatism based on a few specific examples.

Democracty is a might-makes-right model, majority rule.

Conservatism advocates adherence to structure, traditional values, slow change, group conformity.

A democracy can be heavily conservative where the majority of the people are conservative. Or not. However, most totalitarian governments are easier to implement as conservative, since liberal ideals don't fit within most dictatorships.

But the two are independent.

Of course not. Democracy is a political system; conservativism is a political policy. Conservative behavior can be roughly defined as a tendency to prefer prior policies and limit growth and exploratary research with liberal behavior being roughly defined as a tendency to attempt new policies, explore new ideas, and and grow socially. These are VERY loose statements about the theories, but should suffice to show they don't have anything to do with the electoral system of a society. There are liberal monarchies and conservative democracies...heck, here in the us we have a conservative republic these days.
