On a normal tape measure, you have whole numbers (of course) with every 12 inches (a foot) marked with a dark arrow. In between each whole number, there will be lines. The lines should vary in length. The longest line between the whole numbers will be directly in the center of the whole numbers, and this line represents the 1/2 mark. Now, between the 1/2 mark and either of the whole numbers, there will be another line that is just a bit shorter than the 1/2 mark line. This shorter line will be directly in the center of the whole number and the 1/2 mark. This line represtents the 1/4 mark if it is to the left of the 1/2 mark, and the 3/4 mark if it is to the right of the 1/2 mark. The 1/8 mark works in the exact same fashion. Each 1/8 mark will be in the center of the whole-to-quarter, quarter-to-half, half-to-three quarter, and three quarter-to-next whole number. If the measuring is more precise than 1/8 scale, then it will go to 1/16 scale.
If you were talking about a non-US tape measure, please disregard this reply and find a meter stick.

If you want to figure out fractions of an inch - count how many tick marks are between the numbers. This number is your denominator (it's usually 8) When taking the measurement, count how many ticks you are past a whole number. This number is your numerator. So if you are two ticks past a whole number . . . that would be 2/8 (which simplifies to 1/4).

Fix the end of the tape in point A and stretch the tape to point B and read tape number or measurements in point B, you will have to go back in the tape to look for the feet or yards units, and read the inches right in point B.

Just look at the number printed on the tape. If you don't see a number, flip it over.
