Joey Gathright who's ex-teammate Carl Crawford admitted was the fastest player in baseball. Jose Reyes has more stolen bases due to a more aggressive manager, a higher OBP and whos team has given him the green light to steal whenever he wants.

Joey Gathright, of Kansas City, formerly of Tampa Bay. That's actually good for him because he has no other skills, he can't hit to save his life, but he can fly, and chases down balls in the outfield that should be up the gap or over the heads of other outfielders.
