It is a scam. You can do a Google search for it and learn about it. Go to the FTC.gov site will tell you about it and HOAX.com and SNOAPS.com covers it.

It is illegal for the powerball lottery to do it any way other than it currently does.

Also, no lottery games will notify you by email. Even the big ones by Readers Digest and that other big one will only notify you by SNAIL MAIL. You will never be asked to provide personal information like you SSAN, credit card numbers etc.

Well, don't give away your credit card numbers or any personal bank account numbers if they ask for it.
