it depends on what type of stain. most ties are made of silk so you want to find a product that you can use on delicate materials.
i've used oxyclean on microfiber only to have the stain removed and the color bleached out completely. try soaking the tie and using dawn dishwashing liquid.

Don't try it yourself. Take it to a dry cleaner. They can handle it properly, without damaging the tie.

Tide stain pen... then let it soak for a little while... then throw it in the wash on gentle... then, dry.. if its not out, then repeat.
