Couldn't this solve some of the sectarian and fractional violence? And save Iraqi and American lives?

Well, that would seem to be a logical solution, but there are a few problems. First, the mineral wealth (oil) is not evenly distributed among the ethnic territories that would become the new states..they would fight over that. Second, each new state would contain minorities of the "opposite sect", who would immediately become insurgents against the new state, or harshly persecuted by their age-old enemies now in power.
The third problem is bigger, because it extends beyond Iraq's borders. Establishing a Kurdistan in northern Iraq would upset Turkey, which has a large Kurdish population of its own. The Kurds in Turkey have already expressed a desire for autonomy, and the Turks are afraid that a free Kurdistan right next door to them would incite their Kurdish population to either demand their own state, or take Turkish territory with them when they joined with the new Kurdistan.
There will be blood no matter what.

All of the sects in Iraq need to come to some decision and agreement on how the country is to be run and who will be in charge.

Every country doesn't want to live in a so-called democracy because of all the problems incurred.

While your thought has merrit, I really don't think that "WE" have the right to make those decisions.

and even though I'm not American, I feel qualified to add my 2 cents as Australia has troops there too (at the request of the American Government)

uhhhhh "WE" ??? maybe cuz "WE" aren't Iraqy maybe Iraq should be left to deal with democracy without the "help" of others
