I would offer her my coat or something in case she wasn't in that state by choice. I'd tell her that look, minus the heels of course, is more appropriate for my hot tub than the street and see if she can take a hint.
Blacks Beach was full of naked people (including women) the other day - I'm used to it so I just kept going but my buddy hadn't seen anything like that - I'm afraid he stared just a bit.

You know I'm going to stop for sure. BUT for real, I would ask if everything was OK? I would offer her something to cover up. (if I had something) And depending on what she had said I would then possibly offer her a ride. And yes, I would offer to call the police too.
