Because you need to get her an ESCAPE PROOF kennel.
Talk to your local Petco Dealer.
Tethering an animal like her around the neck with a rope doesn't work. They just chew threw and run off. Then when they come to their senses, they realize how good they had it and they want to come back home. That's when you find them out on the stoop the next morning, all curled up on the Welcome Mat...and just crawling with fleas.
Don't play their game. Look into a high quality means of confinement.

She wants attention and she thinks running away is going to give that to her. You need to slap her with the truth that she cant run away from whatever is bothering her. Not after she turns legal, because then no one will give a poop about her.

run away? from you? or from her house?
if she's running away from you, it means unfortunately that she does not like you anymore and you should break up with her. If it's from her house, maybe an abusive relationship with her parents.
