I think if an animated girl is supposed to be 21, and looks 12, then there is a problem. Believe me, I understand Japanese culture is different, I spent some time studying it, however, I believe the promotion of the exploitation of minors is a global issue. I do not think cultural barriers can be a ticket to unchecked exploitation. I am an American, but I'm also of another culture, I find some American costums offensive, but they do not encourage what I believe is a distorted view of minors. Furthermore, Anime is sold everywhare in the United States, including major chain stores like Sam goodies. This makes this my issue.

If you yourself are underage, it is natural. If you are legally an adult, it is illegal. 'Nuff said.
No, that's not enough. There is something called 'intelligence adulteration' which is a term first used in espionage and security circles to describe how unreliable information becomes accepted.
Basically, we get used to things. We become jaded. Go to the library and read the newspapers of thirty years ago. You'll notice something. A lot less crime and violence, for one thing. What happened...? Did human nature change?
No, what hapened was that the papers had to pubish more and more bad stuff to keep up sales. "Bad news sells." "If it bleeds, it leads." And slowly, gradually, life imitated art.
Escapist fantasy literature in general has to keep getting more and more extreme, more outre. Ever read the great classics, like Treasure Island, Peter Pan, The Wizard of Oz...? They were great in their day. They are still great. But as we have become accustomed to more, faster, higher, stronger, whatever, we become dissatisfied with what we have seen before.
Even if we weren't yet bored with it, we start looking for the next new thing. We want variety, and plenty of it, and piping hot and right now!
'Intelligence adulteration' is a phenomenon in which disinformation is repeated so frequently that, to the mind, it begins to be given credence because it has been heard so many times. The familiar starts to seem true, even if there is no factual basis for it. Examples of this include unsubstantiated 'urban legends' and 'conspiracy theories'.
I am trying to draw an analogy here. I realize you are not talking about hentai. But many a young man has discovered, too late, that a constant diet of porn decreases his ability to be excited by any lesser stimulus. Those who participate in such activities may discover, to their regret, that they are missing what makes a relationship truly personal. They are unhappy and dissatisfied, and keep trying harder and harder, not knowing what they are doing wrong or why they are unhappy.
Similarly, an over dependence on fantasy such as the animes you mention may indeed encourage men to seek out underage girls or encourage underage girls to seek out adult men; especially if such activites are portrayed or referred to in such a manner as to make them seem familiar, widely acceptible, or legal, or moral. All sorts of extrreme situations can be generated, in fiction. That doesn't mean that they are realistic.
Please be careful not to explore things which could bring lasting unhappiness to you and/or others. The last thing you want to have hapen to you when you are wading in shallow water is to fall into a sudden drop-off, with a rip tide. You could get swept out and not return. I hope that doesn't happen.

i think i must mention that animes feature alot of girls that, while they look young, are actaully of the same age as the main charachter, which, in the case of high school romances, makes it ok, and in the case of animes where the main charachters are of legal age, legal. even though they look 12, they're really 18. also, you need to remember that not only is this animation (i.e. made up) but also comes from a culture that has a very different view on sexuality. you'll also notice that almost every anime that features a 'lolita' charachter usually also features charachters that fit many other female stereo-types, like the shy neighbor, the little sister, the dumb blonde, the tom-boy, ect. i think that anime does use certain ploys to draw a male audience, but i do not think that anime in genral encourages lolita complexes.

lolita complex is supposed to be cute. It's not just girls some guys play the role as well. Although I don't think guys can do it as well. but I suppose it's because anime has always flirted with the taboo line there are so many things that would be considered taboo from an animerican standpoint in anime.
