they are about twelve or thirteen inches long. they have ben cut away with the upper jawbone atached so they are still joined naturaly. what would they be worth?

Whatever jurisdiction your in, you need to check the wildlife export '/ possession laws. If in the USA, and the owner is an Alaskan Native person, ownership and transfer is legal, among Natives. If the item is signed by the Native owner, it may be legal for transfer.
With the info available, it is hard to tell. If the artifact can be dated previous to the Marine Mammal Protection Act of 1972(USA), it may be transferable without any of the above. My advice is, be careful and check it out.
Right now, what you have is a liability, not an asset.

Pobept is correct. It is illegal to possess them from what I understand, and certainly cannot be transported anywhere without the proper permits to own and/or transport them.
Until your acquaintance has thoroughly researched the laws and requirements pertaining to this item, he/she needs to keep the fact of ownership to him/herself.
