The screening is mounted in white painted aluminum frames. I have taken the screens down and washed them but this hasn't solved the problem. Can the screens be painted?

yes they can be painted but make sure you put something behind the screen before you start painting

to clean the screens you need to scrub them dry with a stiff brush or broom they gather a lot of dust and dirt in windy weather hose them off to rinse off any lose dirt and hose around the window frame before replacing the screens

if the screens are steel, consider replacing them with fiberglass.
