I think there was a famous law based on this, like Miranda rights grew out of another famous case. This incident in NY became synonymous w/failing to render aid.

Penpallermal SHoots and Scores - - - the knock out punch; the incident you are referring to can also be found in the great book City Room by Arthur Gelb, and several books on the history of New York City specifically the 1960's - - - This case propmpted to idea of neighborhood watch, an idea that had once existed in New York and had faded from fashion by the 60's. In many ways living in New York City in the late 50's into the 70's was frightful. Even in the 'better parts' of town people were routinely mugged and beaten in the streets. Many considered it one of the prices of living in the big city.

it is Kitty Genovese, and the situation in that case led to a sociological phenomenon called "diffusion of responsibility" where everyone thinks "someone else will take care of it" and therefore they do nothing themselves.
