Yes check out skype.com you can make calls over the internet free to other computers with the Skype client. Or for just a couple cents per minute you can call regular phones from you computer.

Free PC-2-Phone calls to over 45 countries - but you still gotta recharge, at first, for (10euros) - cuz not every country is free. Also, to call the free countries, you'll need to recharge and keep some money in yer account.

Yes and no.
You can make totally free calls from computer to computer anywhere in the world.
From computer to phone you will be charged.
And then there are VoIP phones which cost you per month but have free calling to specified areas.
I use http://www.lingo.com which for $21.95/mth allows me unlimited calls to Canada, the USA and 17 countries in Western Europe
Plus if you are referred by an existing customer they will give you a $25.00 credit after 91 days. I have had it for over 2 years and wouldn't consider any other company.

You can free calls to land lines through http://www.voipbuster.com. You will not find free calls to cell phones.

type or talk. If you want to talk, both computers must have a microphone (most have speakers, some have microphones). Both computers must also have SKYPE installed.
