AIM has a new phone chat thing, and it is free for you to receive calls through a personal phone number it will assign to you. However, to dial a number you will need to pay $10 a month. Skype is another possibility - however I think you can only make computer-to-computer voice chat.

It depends on what you mean by free. You're going to have to pay for your cable Internet connection anyway, which is of course a cost but you should be able to make computer to computer telephone calls without any additional cost. I say shut because carriers have all kinds of interesting rules and make them profits. Check with your Internet provider.

Yes! (I'm talking about in USA & Canada, not sure about international). You need to install a program on your computer called SKYPE. You can download it from www.skype.com . After you install the program, you create a free account & you are ready to make free calls on any cell or land phone (in US&CANADA).
You also can make international calls for a very small fee.
