The poverty trap TV program, isn't it a death trap?

Question

They're offerring people the same things; a temp job so that they do the work as cheap labor, micro loans to make money off them.

Why don't they give them good paying perminate jobs; then they'll fix their own homes or move to better ones.

Why is it they feel it necessary for a few to have everything and the rest to barely have anything?
