Not at all. .It just means she'd like to go out with him. But just a suggestion -- pick something like a baseball game, or a sports event that you can just 'happen' to have an extra ticket for. Or to a group event, like a beach party or touch football game. You'll scare him off for sure if you invite him out for a fancy dinner for just the two of you, for no reason at all.

Who says only the male can ask the female out!! There is no rule or law that states that only men can seek the woman out. Hey if you have the nerve to do it then go for it. It is not desperate at all. Although some guys might get a little freaked out when women do those kind of things. Check the guy out and see what his personality is. If he is opened minded then all the best of luck!!!

depends on you
how bad do you want to go out with a certain guy
or maybe it is a case of making a school dance or sitting at home
maybe he will wind up sitting at home also
or you can't go to the concert alone
mom & dad will feel safer if someone goes with you
why punish yourself
even if some laugh
you can't live your life by the hang ups of others
I have always admired my daughters
rather than sitting at home
they either asked someone to go aslong
boy or girl
depending on the situation
or would even go by themselves
rather than miss out
the worst that can happen
is he says no
then you can feel rejected or cross of one name from your list of people that deserve your company
if you finish the list then maybe you need help in putting down some worth while names

Not at all, most men would appreciate being asked out by a woman, it is quite flattering.
The belief that men should be the only ones doing the chasing is an outdated concept.

No. he may be shy or not notice you.ask because you will never know you don't ask. i hardly get asked out as i don't send of the right signals to guys that i'm availiable. i tend to intiminate guys as i'm shy so i ignore them good luck.
