the book is called Le Miserab(e?) (im not sure whether the "e" is supposed to be there: the book is actually one of the longest books ever written, its 1400 pages and takes place during the french revolution where the convict after he was released he went around and no one would offer him shelter, accept for the priest, after the priest helped him he returned the favor by stealing all of his silver when he was cought the police brought him back and told the priest what happened and the priest said that he actually gave the man the gold and silver and then actually gave him some more, in return for the promise of becoming a better man, the encounter with the priest shook the thief so much that he actually became a better man and eventually became the mayor of a town, and thats when the rest of the stry begins as he get involved with a woman who dies and asks him to take care of her daughter

That's Les Miserables, by Victor Hugo. There are some good movies of it - the most recent starring Gerard Depardieu as Jean Valjean, who stole the candlesticks. It's a long novel, but you may have seen a shortened version of it, for young readers. It was also in the old Classics Illustrated..

Folks are right on target naming Hugo as the author. He didn't write the book in serial, and it's well know as a lengthy novel. There was, however, a condensed version jammed into a Reader's Digest condensed book. Maybe this is the "short story" you remember.
