I'm assuming you're using Yahoo! mail?
Go to:
OPTIONS > GENERAL PREFERENCES > MESSAGES (it'll be one of the sub-categories) > Uncheck the "Block HTML graphics..."

Well what email program are you using? I know thunderbird removes the pics but you can click on a button for it to show the pics. So it depends on your program, I would think.

If it was removed by the sender or from the server it came from, you can't do anything about it.
