work on them seperately have him work on multiplication first. hav him memorize the multiplication table in sets anc constantly testing him more and more until it becomes natural. then make him become familiar with the hard but common multiplications such as 12x12 nd 11x11. then there are tricks to some of the numbers such as the 9's ..... the product of a number multiplied by nine have to equal nine and the first digit of the product will b a number ONE digit SUBTRACTED from it.. in ex: 9x9 = 81 EIGHT is one less then nine and adding the digits 8 and 1 equal NINE ......9x7 = 63
once he's familiar with multiplication and does it in a snap he'll cath up in division with just a lil bit of practice

You did not declare his age. Multiplication and division has two faces: first the idea, second the technical procedure.

a) To help him to learn the idea you must do experiments with simple things. You take a set of identical objects, like 15 corks. Disposal the set in five groups of 3... then you have 5 times 3 and the result is 15. For division you use 12 corks and first divide in two groups 12/2 = 6 ... join it again and divide in 4 groups 12/4 = 3

b) To help him with multiplication and division procedures you must train and he must learn by heart some results. The multiplication and division table... He must write several times.

Try Singapore Math.

He needs to understand HOW multiplication and division work -- before memorizing the basics. Most western math approaches jump to memorization without taking the time to explore the underlying reasons why math works. Singapore is one of the few that I've found that actually explores the underlying principles of math.

My mother used flash-cards with me and it really helped. Also, it might help if he can see patterns in numbers. i.e. 4 is one more than 3, so 4 * 4 is one 4 more than 3 * 4 or
4*4 = (3*4)+4

He has to memorize the multiplication tables.

Get flash cards or some other books or activities to make it sort of fun, you can find them where teachers buy stuff.
