I would imagine so.
I rarely use toner, and my skin seems to be doing fine. I look a lot younger than most of the women my age, and my skin is pretty healthy, at least according to my doctor.
I don't use toner because, for some reason, it makes my skin really oily. It doesn't matter what type I use--my skin just increases its oil production to keep up.
The main purpose of a toner is to close your pores after cleansing, and to remove any residue that cleansing left behind. I rinse a lot more than once when I wash (like 5 or more times), and I rinse with progressively colder water each time. That makes my pores close up, and also helps remove any residue missed by cleansing. Sometimes, if my face is really dirty, like if I fall asleep with makeup on and cannot muster the will to get up and wash it, I actually wash twice, and I rinse rinse rinse rinse, etc., for a long time. I end up squeaky clean, and just move on the the moisturizer.

toning is your second step, and an important one too. the purpose of using a toner is to remove residue soap, moisturizer, and oil. you can spend alot for a toner, or you can do what many famous models do, carry around lemons, they are refreshing and more efective than those silly toner that carry only a little lemon, but many chemicals. anyways, toning is just as important as washing or moisturizing and should be done in between both. skipping the tonning process can lead to clogged pores and oily skin. 3

Yes you should use a toner. the exact purpose of a toner is to remove any residue that maybe your cleanser didn't remove.And to close your pores.If your having trouble with a toner stinging or burning, then it's not the right one for you.Try "witchhazle" sounds weird,and doesn't smell great(the smell won't stay on your face) it's great for getting off what your cleanser may have left behind, and it closes the pores. If you don't close your pores, then Anything you put on your face afterward IE, moisturizer,make-up powder etc. WILL clog your pores. if you don't like the witchhazle or anything else, at least splash very cold water on your skin to close the pores.

I have never done more than wash with soap and water, and slather on a little moisturiser, and I look a good 7 years younger than anyone else my age who uses dozens of expensive products on their faces. The really important thing is to make sure you get all your makeup off every night before you go to bed or whenever it starts to feel tight or itchy. When you feel your makeup, remove it!

It's alright to skip the second step, but it's probably much better for your skin if you do all three steps. Because each step is important for a different reason.

it is okay but residue could remain and it is a good practice to tone and perhaps the moisturiser will work better

U don't need a toner..it is a "drink of water" for Ur face...it balances U if U r using stuff that is aggressive....
