Don't use regular soap. Use tear free baby soap or some kind of animal soap. Do it in the sink though. It isn't really natural to give gerbils baths but if it smells bad you may have to.

Most of the times, these animals keep themselves pretty clean, unless their cages are not cleaned often enough, but every once in a while they get too stinky for us humans, so if you have to wash your critter, use animal or baby shampoo and warm water. Plug the sink and put in about an inch or two of water, then lower the animal in so it's standing in the water, use your hands and wet its back, but stay away from its head/ears/eyes. I use ferret shampoo on my rats. I put long socks over my hands and up my arms so they won't scratch me when they try to run up my arms to get away from the water. Make sure you have towels ready to dry the critter off, then give it a treat and lots of love. Do not try to use a blow dryer on it.

Put a shallow bowl of warm water into his cage. If he wants to take a bath he will. Don't try to force him.

Hamsters don't especially like water, and if you put it in water, you'll likely get bit and and anyways will do much like a cat and groom themselves... I doubt you'll have much luck with a water bowl. I've had a hamster for over a year, and never had to put him in water, he keeps himself clean and smell free. :-)

It can drown easily, so just offer it a small amount of water, and see if he'll go in on his own.
