He is a person that Tris to use fear to get the people to go along with what he wants to do, he tells the people what he wants them to think, most of the time that is a lie. He gets angry when his lies are found out. The truth is there is something very wrong with the way the U.S government is run and people need to open there eyes and see this. people should not be afraid of there government, there government should be afraid of the people.
