On outlook express, why is my attatchment paper clip thingy grey out so that I can't download attatchments?

the paper clip thingy is for you to attach things to your outgoing message, when you receive mail click on the attachment and it will open. Press F1 for help when your in outlook express and type in a relative word to get help.
