Matthew's tan is probably spray. I don't know for sure.
I believe that streaks are for selected sections of hair. Highlights is half of your hair is highlighted.

Highlights is just a catch phrase.

streaks are just on some strands of hair, as highlights is the whole head of hair gets lightened

Streaks are bigger than highlights and highlights are smaller than streaks lol
