There are several techniques. One is the "method", or sense memory technique, where you access the emotions you felt during a similar situation in your life.
Another, less deep technique is keeping your eyes open for a very long time. The tears come. Or sometimes putting your face in the position of crying will make you cry.
Some actors have the ability to "turn on the waterworks" at a moment's notice.

The bad actors use eyedrops (and you can tell who they are because the tears are all of a sudden just there on their cheeks- you don't see them come from the eyes. The GOOD actors use a variety of techniques, from remembering sad things, to be present in the real moment of the movie and then relaxing enough to let the tears flow- these are the actors where you can SEE the tears come and where you really find yourself effected too. And as a side story Meryl Streep (who is a stunning actress and can produce real tears) was asked once how she did it. She said 'I go off by myself in a corner and get very quiet and then I think about how much money they are paying me to do this and how I'd better do it!'.

Build up of emotions for the part they paying. One actor told me once they think of something that has happened to them personally in their lives. Example one actor remember his mother dying when he was seven and each time he had to cry in a part he was playing he remember his mother

I think actors and actresses cry easily because they cannot forget how much more money they could be making if they got a real job.

Can't you cry on demand? That's how they do it. I know I can, all I have to do is think of how lonely I am and that I likely will never find a mate. It's bringing me to tears right now.

well, since im an actress ( my cousin and i started our own show called The Hali and Jessi Show and we have a website and we r gonna send our videos in and stuff so yah)
they think about something really sad. for me, i think about the last thing my grandpa said to me the last time i saw him b4 he died. "I can't wait to see you next summer" but he had cancer then and had 2 months to live and i never saw him again. his last words were " give Jessica hugs and kisses for me" then he died. :(

They used to smell onions but I read that they have an eye drop that they drop in there eyes that burns a little
